GENERAL MANAGERS ANNUAL SUMMARY

The past year has not been without its challenges however overall; it was a very productive and successful 12 months. Below is a general summary of the major events which occurred during the past year.
WATER IMPROVEMENT PROJECT UPDATE
As an informational note our water improvement project has two (2) general/prime contractors.
Division A – Lykins Contracting
Division B – MW Cole – major subs include Semper- FI and O’Mara Contractors
Division A is providing construction services to replace water mains, install/replace/remove isolation valves and install new flushing hydrants, replacement of all water meters and all associated support work including restoration of disturbed areas.
Division B is providing construction services for rehabilitation and upgrades to the State Line Road 500,000-gallon water storage tank, rehabilitation and upgrades to the Valley Woods 100,000-gallon water transfer tank, demolition and reconstruction of transfer pumping station including installation of new pumps and all associated support work including site restoration.
Noticed to proceed with construction was provided to both general contractors associated with the water improvement project. That date was in mid-July and field work started during August. The initial substantial completion date for this project was mid-May of 2026 with 30 additional days until final completion. These dates have been adjusted for various reasons (weather delays, material delays, field condition delays).
DIVISION A
As work progressed with division A there were several water service disruptions due to installation of the new valves and flush hydrants. This work was mostly complete by early spring of 2026.
The directional drilling for the new water lines began in early 2026 and is still in progress.
The current completion date is the end of June however there is a pending time extension pending VRUC Board approval which will likely be approved. The exact number of additional days has not yet been determined.
DIVISION B
Most of the division B work was not noticed by most residents with the following exceptions:
- For nearly all of the months of December the March there were temporary water tanks placed in the HVL pool parking lot. VRUC is very grateful to the POA for allowing use of this area during this time. This was definitely the most convenient and least impacting location.
- On Christmas Day there was a fire at the Civista Bank Plaza on State Line Road. During this event unfortunately the firefighters hooked onto a VRUC fire hydrant and subsequently VRUC lost pressure. Additionally, during the operation of the fire hydrant was damaged resulting in a major leak which was isolated late Christmas Day. This resulted in many associated leaks over the next couple weeks. The local fire departments knew not to use VRUC hydrants however the department in charge was an Ohio department who was unaware VRUC was on a temporary water system.
The majority of the rehabilitation and improvements at the State Line Road tank were completed in early April of 2026.
Once the State Line Road tank work was complete work began at the Valley Woods tank. The rehabilitation and improvements of the Valley Woods tank are mostly complete and work is beginning on the transfer pump station.
Division B requested and was granted a time extension due to the extreme cold weather during late December 2025 and January of 2026. This time extension was granted. Currently division B is scheduled to be substantially complete in mid-July with 30 days to final completion. There may be a request for a couple additional weeks due to extenuating field conditions found at the pump house.
RESTORATIONS
Restoration of disturbed properties has started and is progressing quickly. Restoration work is weather and soil condition dependent. Work will procedd accordingly.
NON-PROJECT UPDATE
During the past year VRUC staff has been extremely busy with all of our normal tasks and additional tasks associated with our water improvement project.
VRUC staffing remains the same:

1 – Office Manager
1 – Billing Clerk
4 – Service Technicians
During the 2026 election cycle there were no valid nominations submitted.
There were three (3) seats up for election and 1 vacancy which could have been filled.
During the annual meeting held on June 9, 2026 the three board members who were up for election were reappointed to their seats. Subsequently the board vacancy was filled by appointment.
